Abstract: Biodiversity bank is a platform set up by the government for the transaction of natural resources rights. Under the prerequisite of biodiversity zero net loss, its major task is to raise the restoration efficiency through the transaction of ecological credits, and to address the insufficient ecological conservation with the participation of social capital by expanding the financing channels. Aiming at addressing the inadequate consideration of biodiversity in restoring ecology in China at present, limited financing channels and insufficiency in total amount, and the mismatch between supply and demand sides, this paper puts forward the organizational structure, operational platform and system guarantee relating to the biodiversity bank. Its operation requires fleshed-out natural resources property rights system, relevant methodology for evaluating the influence on ecological system and biodiversity, supporting financing system and the construction of an independent, open and transparent supervisory mechanism. The 15th meeting of the Conference of the Parties to the CBD (CBD COP15) will promote the mainstreaming process of the biodiversity conservation issue, and provide a favorable opportunity to advance the system building of biodiversity bank.
