Abstract: Urban renewal is the sure path toward high-quality urban development. In face of multiple restrictive factors and impacts, it is imperative to introduce a diversity of entities with relative interactions and emphasize collaborative governance philosophy for creating public value. Developed countries’ experience on urban renewal reveals that by focusing on effectively balancing interests of multiple entities, they adopted the development mode of cooperation between multiple entities based on an organizational structure with horizontal synergy. China has made some progress in urban renewal by making pilot practice on multiple-participant mechanism. However, in the process for multiple entities’ participation in urban renewal, some weak points remain to be addressed such as legal guarantee, organizational leadership, interest coordination and incentives mechanism. In response to the development trend and new requirements for urban renewal in the new era, we need to establish a sound organizational leading mechanism based on multi-level coordination and multi-entity participation; we need to cultivate a multi-channel communication mechanism, and a diverse incentive mechanism; we need to take care of the interests of all entities and strive to achieve a higher-level and a higher-quality urban renewal.
