Abstract: The policy formulation mechanism is the first link of the policy life cycle, which directly determines the quality and implementation effect of the policy. A scientific, accurate and standardized manner needs to be taken to make the policy become targeted, effective and maneuverable. There are some factors affecting the high quality operation of the current policy formulation mechanism. For instance, some issues that need to be incorporated into the policy arrangements are not properly taken into consideration; the channels for obtaining important information and policy options remain to be further smoothed; in the process of policy consultation, interests between different departments affect the quality of policy making; and the review of the policy necessity, feasibility and legitimacy is inadequate. The trigger mechanism for policy making, the consultation mechanism for standardizing policies and the review mechanism for perfecting policies all need to be taken into account to ensure that the new policy would undergo full deliberations and consultations, that the policy is imbued with legitimacy, necessity and feasibility and that the policy is featured by objectivity, completeness and validity. In this way, a more scientific, accurate and standardized policy formulation mechanism is hoped to be formed.
