The Pingtan Comprehensive Pilot Zone (PCPZ) has recently announced some new policies in the inspection of imported goods at the Taiwan Commodity Market.

First, except for food, cosmetics, old electromechanical products and certain goods subject to China Compulsory Certification (3C), all cargo imported from Taiwan will no longer need to be examined.

Second, inspection fees for every batch of cargo worth more than 100,000 yuan ($16,200) have been lowered from 80 yuan to 30 yuan.

Third, inspection of Taiwan goods will be prioritized at customs. The testing period will be shortened by half or more.

Fourth, Taiwan’s prepackaged food and cosmetics products are allowed to use their own tags with traditional Chinese characters. The review process of tags will also be simplified.

Fifth, a credibility system will be applied to enterprises that import Taiwan commodities. The first import of the enterprise will undergo sampling inspection twice. From then on, the company will only receive sampling inspections once and will be allowed to put the imported goods on the shelves instantly.

Sixth, inspection and quarantine of Taiwan’s fruits at customs will be simplified and completed within one day.

Seventh, aquatic products imported from Taiwan will no longer need to present quarantine or health certificates during customs clearance in Pingtan.

Eighth, the sampling inspection rate for general goods will be held below 5 percent.

Ninth, Pingtan will gradually acknowledge and trust inspection and quarantine results by Taiwan’s testing agencies on imported food and agricultural products. It will also commission the Taiwan subsidiary of China Certification & Inspection Group to carry out pre-inspection and quarantine before cargo is transported to Pingtan.
