In recent years, in order to speed up the economic and social development in rural areas, Guiyang has insisted on developing modern ecological agriculture as an important measure to adjust the agricultural structure, solve the three rural issues of agriculture, villages and farmers and make overall plans for the urban and rural development.
The city implemented various eco-agriculture modes including ecological cycling mode of planting and breeding and leisure and sightseeing eco-agricultural mode in order to promote the transformation of traditional agriculture to modern eco-agriculture.
Guiyang has built 283 pilot villages to begin the transition into modern eco-agriculture and to push forward the construction of similar eco-civilizations in other rural areas throughout China. The city's "Thousand Villages" project, co-sponsored by climate organizations, was selected as one of the best projects at the United Nations Durban Climate Change Conference, making it the only one selected among China's projects.
The city will continue to make the industrial side of agriculture flourish by vigorously developing urban agriculture, special agriculture and high-efficiency agriculture. As the rate of scale development, intensification, standardization and industrialization speeds up, a modern agricultural industrial system will be established.
Guiyang also focuses on building a science and technology demonstration zone of modern agriculture and forestry industry in the mountainous areas. Additionally, accelerating the construction of pollution-free, green and organic agricultural products production bases is a major concern for the city. Moreover, the city's "eco-brand" strategy will support and encourage eco-agricultural companies to set up brands and strive for famous products, well-known trademarks, and registration of geographical logos.
Eco-agricultural mode: mode of ecological cycle planting and breeding, mode of leisure, sightseeing and ecological agriculture, ecological cycle mode of large and medium-sized biogas project and mode of village sewage purification.
Ten characteristics advantaged industries: meat and poultry, laying hens, pigs, cows, vegetables, fruit trees, flowers and nursery stock, tea, Chinese herbal medicines, and tobacco.
According to the construction goals of the "100 Modern High-efficient Agricultural Parks" in Guizhou Province, Guiyang will focus on building 20 modern eco-efficient agricultural demonstration zones by the end of 2017.
Guiyang will strengthen the grain reform, build 20 modern and highly-efficient agricultural demonstration zones, six eco-agriculture demonstration zones and 100 family farms, all while promoting the development of Qingzhen National Modern Agricultural Demonstration Zone and Wudang National Agricultural Science and Technology Demonstration Zone.
Efforts will also be geared towards increasing the proportion of animal husbandry in the agricultural industry by three percent. This could be an attainable feat considering Guiyang has already introduced and cultivated 20 leading companies, developed 50 farmers' specialized cooperative organizations and improved the processing transformation rate of agricultural products by three percent.
Guiyang also aims to integrate department resources and increase government financial input. The city will create a sound agricultural subsidy system by expanding scope and improving standards of grain and seed subsidies, subsidies for purchase of agricultural machinery, comprehensive direct subsidies for agricultural inputs, and ecological compensation. It will improve the investment attractions of local major agricultural projects, draw up scientific projects and create multiple channels for promotion to attract domestic and foreign investment.
