On April 30, HuaQiao International Service Business Park (HISBP) promulgated three policies on service outsourcing, headquarters economy and talents, respectively. The three policies are believed to contribute to accelerating concentration of the four major industries in HISBP, and constructing it into a leading modern service base in the country. The policies will benefit businesses to develop bigger and stronger and operate better and faster in HISBP. They will also facilitate talents to establish businesses and make innovations, and supply talent supports for industrial development.

Service outsourcing policy. HISBP will put premiums on enterprises that facilitate the development of the HISBP, with the incentive payment ranging from 500,000 yuan to 10 million yuan. It will extend a one-off 10 million yuan subsidy to enterprises that respectively have 3,000 staff workers, one billion yuan annual incomes from service outsourcing business or 60 million U.S. dollars annual incomes from international service outsourcing business. In terms of taxation, HISBP will put a 100% premium on the locally retained portions of sales tax and income tax of service outsourcing businesses in the first three years, and 50% on those in the second three years. As regards leading service outsourcing businesses in and out of the country, when confirmed, HISBP will extend 10-year preferential tax subsidy policy to them. Meanwhile, businesses will enjoy reduction, exemption or subsidy regarding deed tax and expenses on making up complete infrastructures for self-constructed office buildings, deed tax for purchasing office buildings, expenses for leasing offices, and expenses for leasing special international telephone lines.

HISBP puts forwards the policies to encourage introducing ITO, BPO and KPO businesses from other parts of the country and the world, and accelerate constructing a complete set of service outsourcing industrial chain. It encourages the financial service outsourcing industry to develop faster, so as to make HISBP a pioneering state-level financial service outsourcing zone. It encourages businesses to make long-term development at HISBP, explore the domestic and international markets, and keep expanding themselves bigger and stronger. It encourages introducing leading and flagship enterprises to station in HISBP. Besides, it encourages service outsourcing enterprises to actively apply and pass relevant international authentication and continually sharpen international competitiveness.

Headquarters economy policy. HISBP will extend one-off subsidy to businesses that set up headquarters or regional headquarters in HISBP, ranging from 5 million yuan to 15 million yuan. Among them, it will subsidize 15 million yuan to businesses with more than one billion yuan actual registered capital. As for business headquarters with more than 500 million yuan annual operating incomes, HISBP will rebate them 100% of the locally retained portions of value-added tax, sales tax, and income tax in the first five years, and rebate 50% of them in the second five years. As regards business headquarters that have functions of R&D, operation, marketing and management, and annual operating incomes of 5 billion yuan and above, the development zone management committee will reward them the portions of income tax burdens higher than 15% realized in the course of operation. Besides, headquarter businesses will also enjoy reduction, exemption or subsidy on deed tax and expenses on making up complete infrastructures for self-constructed office buildings, deed tax for purchasing office buildings, and expenses for leasing offices.

The policy is established with a view to encouraging introducing enterprise regional headquarters from other parts of the country and the world that largely focus on R&D, operation, marketing, settlement and management service. It will encourage enterprise R&D center, marketing center, operation center and settlement center to station in HISBP. It encourages enterprises to develop bigger and stronger. It will subsidize enterprises in capital and taxation in the course of development, so as to lower their operating costs and cultivate a “l(fā)ow-lying land” of costs for headquarters business development. It will extend special preferential policies in support of business headquarters that are influential in the country and abroad.

Talent policy. HISBP will spend no less than 100 million yuan each year to construct four platforms to introduce, train, manage and serve talents. It will reward talents and subsidize them in housing and traffic means. To put it specifically, HISBP will rebate 100% individual income tax to innovative and pioneering talents. It will put a premium of rebating 80% of the individual income tax to other badly needed senior level talents who have annual salary of 500,000 yuan and above. It will extend 300,000 yuan housing subsidy and a monthly 1,000 yuan traffic subsidy to high-level badly needed talents who buy accommodation houses in HISBP or Kunshan City. It will render an amount of subsidy to this year’s college and university graduates coming to work in HISBP for pre-job training programs. It will deliver considerable policy rewards to colleges, universities and intermediary institutions that feed HISBP with modern service talents.

The policy aims to encourage professional training institutions to station in HISBP, service outsourcing enterprises to launch personnel vocational training, colleges and universities to train all sorts of talents directed to HISBP, intermediate institutions of talents to feed talents to HISBP, and thus supply forceful talent supports to the development of leading industries in HISBP. HISBP will give special rewards to talents contributing to the development of HISBP.

On the basis of the three policies, HISBP successively promulgated a series of supporting policies and detailed measures to implement them. It strengthens connection with enterprise policies, works hard to win policy supports from Kunshan Municipal Government and higher authorities to make the policies more applicable. Besides, HISBP exerts greater efforts to promote the policies, and make the policies more transparent. It abides by its promises, duly fulfills its policies, and maximizes its policies to create freer and better policy environments to boost service outsourcing and headquarters economy, and facilitate talents to create businesses in the modern service industry.
