3.5 Investment and financing services
(1) A special loan guarantee fund of 50 million yuan was established for leading talents.
(2) A 50 percent discount on interest payments on loans will be provided. A single project will be given the discount for no more than three years, and the cumulative amount should not exceed 2 million yuan.
(3) The policy venture capital generally does not exceed 30 percent of the enterprise’s registered capital and the investment period is no more than three years. After its expiry, the leading talents have priority to take the capital after transferring.
(4) The leading talents are encouraged to issue collective bonds, collective notes and other financing tools. The municipal financial sector will give 50 percent (the maximum will be no more than 1.5 million yuan) subsidies of guarantee fee.
