Qingdao will underline regional divisions of functions and coordination mechanisms and leverage the comparative advantages of the counties, expedite the course of industrialization in the five cities and carry out industrial transfer around the bay area, speed up the introduction and construction of core projects and a supporting system, and establish a industrial system with an advanced manufacturing industry and diversified industrial categories.

Pingdu is expected to strengthen its economic ties with cities in peripheral regions, including Weifang and Yantai, to expedite the course of new industrialization, expand the manufacturing system, and construct an eco-chemical industrial base. It plans to improve the electronics, home appliance, machinery foundry and auto parts industries and expand emerging industries such as new materials, energy conservation and environmental protection. Meanwhile, it intends to develop agricultural sightseeing and integrate tourism resources in Dazeshan and Tianzhushan to form new bright spots featuring ecology, health and cultural tourism. Featured agriculture will also be vigorously developed.

Laixi will leverage its advantages as the geological center of Jiaodong peninsula to construct an important light industry base; inland logistics and distribution center; and ecotourism, leisure and vacation center in Jiaodong peninsula. It will also establish a modern ecological lakeside city. Emphasis will be placed on the industrial development of tires, textiles and clothing, home appliances and electronics, agricultural and side products processing, environmental protection equipment, and renewable resources collection and utilization. It plans to integrate tourism resources in Jianshan Wetland and Daqingshan and to develop the ecotourism, leisure and vacation industries.

Jiaozhou will strengthen industrial coordination between the high-tech zone and Huangdao district, highlight the development of high-end equipment manufacturing, semi-conductor illumination and display, machinery and equipment, woodware and furniture, textiles, and the dyeing and finishing industry. It also aims to vigorously develop logistics and commerce and trade through the construction of the largest steel, hardware, building materials and remodeling materials trading market. It also intends to promote the development of the culture and tourism industry through the influence of the Chinese Yangko Festival.

In Huangdao, emphasis will be given to the development of shipping and logistics, equipment manufacturing, steel and petrochemicals, textile machinery, marine biology, home appliance and electronics industries. It plans to construct a port-side industrial complex with Dongjiakou Port Industrial Zone and Lingang Economic Development Zone as platforms. Through the integration of advantageous mountain, sea, island and bay resources, it intends to construct a State-level seaside tourist resort along the seaside highways.

In Jimo, it plans to cultivate high-end service industries along the seaside highway between Wenquan town and Aoshanwei town, including tourism, conventions and exhibitions, marine scientific research and education, and software outsourcing industries. It will build an area specializing in tourism and leisure industries. Also, it intends to develop a modern manufacturing industrial zone covering automobiles and parts, textiles and clothing, and machinery manufacturing industries along the Yantai-Qingdao Highway. Furthermore, it will vigorously develop nuclear power equipment and the shipbuilding industry through the development and construction of the Aoshanwai zone in a bid to build a port industrial belt.
