Policies on bonded processing

1. Duty-free: Cargo imported from abroad, including equipment, raw materials, materials for capital construction and office supplies, of an appropriate amount in the zone are exempt from import duties.

Items exempt from export duties include finished products, scraps and unqualified products.

Processing products exported by enterprises enjoy value-added tax and consumption tax exemptions.

2. Bonded: Raw materials, packaging materials and consumable materials imported by enterprises to process export products are fully bonded.

3. Rebate: Cargo forwarded into the zone from outside are considered exported products and can enjoy tax rebates. Enterprises can benefit from the rebate policy in terms of water, electricity and steam consumption.

4. Import-export quota and license waiver: Without quotas and licenses, cargo can enter or exit the zone and other countries only if prescribed by other special administrative regulation.

Customs does not operate under the "Registration Handbook" in the zone.

Processing trade in the zone skips procedures including bank deposit and contract verification.
