Born: May 1963, Jincheng, Shanxi province
He Tiancai began a four-year course at Shanxi Mining Institute in 1979, majoring in coal mining technology. He started working in August 1983 and joined the Communist Party of China (CPC) in October 1998. He now holds a doctorate in engineering.

August 1988-October 1993: engineer at Jincheng mining bureau
October 1993-October 1996: assistant director and deputy director of the electromechanical department at Jincheng mining bureau
October 1996-February 2001: director of Wangtaipu colliery, a subsidiary of Shanxi Jincheng Anthracite Mining Group
