China is determined to keep fighting against telecom and Internet fraud and to effectively safeguard the property and legitimate interest of the people, said China's top security official on Aug 31.

Meng Jianzhu, head of the Commission for Political and Legal Affairs of the CPC Central Committee, made the remarks during an inspection visit to Shanghai.

To curb fraud, laws and regulations should be updated and judicial interpretation should be released in a timely manner to provide legal authority for handling relevant cases, said Meng.

To contain the rise of telecom and Internet fraud, the Shanghai Public Security Bureau has cooperated with commercial banks, communication operators, and financial clearing institutions to carry out integrated operations that combine prevention, fighting and governance.

Since its launch in March, the platform has frozen assets worth around 79 million yuan ($11.8 million) and helped over 35,000 potential victims. The rate of telecom and Internet fraud in the city has decreased by 20.6 percent compared with the same period last year.

Meng listened to a work progress report and spoke highly of the effectiveness of the relevant procedures.

China should build a national working platform offering real-time enquiries, quick asset freezing and precision enforcement among other tools, said Meng.

He added that new technologies, including big data and cloud computing, should be used to make the fight against telecom and Internet fraud more intelligent.

Education and publicity should also be used to curb the "black industrial chain".
