For collecting the design of the Yujiabao financial service zone the managing committee initiated a “global-wide selection” taking 7 months time through cooperation with the International Union of Architects (IUA). They not only selected the best design, but also attracted many people’s attentions from all over the world ever since the beginning of the planning of Binhai new area CBD. Moreover, they initiated the cooperation between Chinese regions and IUA. Based on “multi-experiences” Binhai CBD has been standing on the “giant’s shoulder” ever since its starting stage.

Today, in 23.46 square kilometers land of Binhai new area CBD every inch of land is saturated with the hard work of the overseas designers. Sometimes the designer had to consult hundreds of books for data checking only for the color match of a build, and even the direction of a road. “For constructing a perfect Binhai CBD without any pity, it is worth while to make ten times and even hundred times more of efforts,” said the expert from American SOM Company.

Unprecedented House Dismantling and Removing of 60 Thousand People

“Pit connected with pit on the narrow pass, patches on the tar road, and you have to walk in the water even in drizzling day.” This doggerel vividly describes the status of Yujiabao and Dongxigu areas before the house dismantling and removing. Thanks to the development and construction of Binhai CBD, the 60 thousand residences’ living condition will be improved thoroughly. The local government of Tanggu area has prepared a house dismantling and removing plan which is very favorable compared with any area of the country aiming at maximally bring benefits to the people. Tanggu will construct residential buildings with the standard higher than the ordinary commercial residential building for the local residences who removed for this construction project, so that these residents will remove pleasantly and come back happily.

The construction of Binhai CBD has created a series of wonder in the history of house dismantling and removing in Tanggu area: It is unprecedented that the amount of removing people is more than 60 thousand which account for one tenth of the total residence of Tanggu. To shorten the time of going through formalities for the investing enterprises the management committee of CBD has simplified the project examination and approval procedure by changing the approach of dealing with the competent department one by one into the approach of dealing with the competent departments for different items simultaneously and in this way, they shortened the official procedure time from half a year to one month. To solve the financing difficulties faced by some enterprises under the present situation, they formulated the implementation methods and cancelled some stipulations such as “above ground structures can not be transfered within 8 years”; “investment project can not have loan”; “land can not be mortgaged” etc. Meanwhile, they have established the platform of “bank-enterprise cooperation”, invited 22 financial agencies to provide on-site services to enterprises, found funding channels for enterprises, and obtained more than 100 millions loans for enterprises.

The highly efficient services have greatly enhanced the investors’ confidence, and more and more investors are coming. At present, the construction of 34 buildings at Xiangluowan CBD has fully started. It is predicted there will be 41 projects starting operation before the end of this year. It is hopeful that the constructions of the 12 land blocks at the starting area of Yujiabao financial zone will begin one after another by the end of this month.
