Legal system important for a country

Comment on "Guidelines make sentences more transparent, standardized" (China Daily, Sep 17)
Legal system is one of the very important element in the backbone of a country.
If a citizen don't feel the country can protect his right, why then is there a need for him or her to be loyal to the country, sacrifice for the country or go the extra mile to protect the country?
The rule of law must override the rule of family dynasty or the rule of who you know. It is impossible to attract foreign talents if the rule of law is weak or does not immensely override the other two law let alone retaining domestically groomed talent. To grow is to change, to change is to sacrifice for the better, to sacrifice is to to acquire the will to act on it.
