Definitely, cell phone use, with or without hands-free, should be banned. I have seen drivers screaming in anger because they were arguing or fighting with someone on the phone. Some have difficulty driving safely even without cell phones giving them another dangerous source of distraction. If they need to use a cell phone, they must pull off and stop in a safe place.
