Artifacts should only be returned to their home countries if they can meet the following criteria:
1. They have a safe place to put it with good security.
2. The public has access to it through a museum so it can be seen by the world.
3. It will be taken well care of.
If they can follow those 3 rules then I see no problem in giving items back to certain countries.
