It's about time laws against bullying were enforced. Depending on how much they've hurt the victim, punishment should be carried out. You go to jail as an adult if you assault or harass someone. Why not teach violent teenagers now that bullying is wrong with a reasonable, less-severe type of punishment so they won't do the same thing as adults and get put in jail.
