The site, part of a list of Key National Cultural Heritage Protection Units verified by the State Adminsitration of Cultural Heritage, is located at No 41, Zhenzhaozheng Road, Changting county, Southern China's Fujian province.

The site was once a camp for the imperial guards of Tingzhou in the Song Dynasty (960-1279) and a camp of the Tingzhou military force in the Yuan Dynasty (1271-1368). During the Ming and Qing dynasties (1368-1911), the site served as an examination hall, hosting imperial exams for eight townships and eight counties under Tingzhou. The Long Shan (Dragon Mountain) Academy, Zhu Xi Temple and other cultural heritages are located in the yard, featuring cypress trees from the Tang Dynasty. The site took the form of a civil-structure courtyard with wing rooms covering an area of 11,370 square meters.

On March 18, 1932, the first congress of workers, peasants and soldiers of Fujian province convened on the site, passing a series of important statements and declarations, including the Questions on Land and the Questions on Labor. The congress established the soviet government of Fujian province with Zhang Dingcheng as president. The government set up eight departments, administering land, labor, culture, workers and peasants supervision, grain, law, civil affairs and finance. Departments of economy and military force were later included in the government.

Now the site serves as the Changting Revolutionary History Exhibition Hall and was listed as one of the Key National Cultural Heritage Protection Units by the State Council in 1988. The hall houses the Changting Exhibition Room, Fujian soviet government capital, Tingzhou Hakka History Exhibition Room, Little Red Shanghai in Central Soviet Area Exhibition Room, and Generals of New China from Fujian Exhibition Room.

The site was honored as an "Outstanding National Patriotism Education Base" by the State Administration of Cultural Heritage in 1996.
