The first session of the 12th Dalian Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) took place in Dalian.
Dalian needs to strengthen its labor resource advantages in order to attract more enterprises, said Qi Shumin, a representative of the Municipal People's Congress of Dalian.
