The National Development and Reform Commission has issued its Notice on Matters concerning Adjustments of the Charging Standard for Pollution Discharge Fee recently, which explicitly prescribed adjustments of the charging standard and increases in payments of the pollution discharge fee, an implementation of differentiated charging policy and the establishment of restraint and incentive mechanisms.

The promulgation of the policy facilitated the rapid growth of enterprises in the environmental protection industry, and the enterprise of Rixindaneng situated in the area is among those which have benefited from the policy. As a member of the China Chemical Industry Environmental Protection Association, Rixindaneng is a high-tech enterprise in Beijing, which focuses on research and the application of organic exhaust gas purification and recovery technologies, and integrates the functions of R&D, manufacturing, sales and services. Based on independent R&D and innovation and advanced foreign technologies introduced by the company, it has completed the construction of exhaust gas treatment facilities for polysilicon production, toluene exhaust gas recovery facilities for pharmaceutical plants, butanone and toluene purification and recovery facilities for the petroleum and petrochemical industry, dichloroethane exhaust gas purification facilities and a series of engineering projects.

According to a spokesman for Rixindaneng, the company has entered into a golden period of development in the wake of promulgating its action plan for prevention and control of atmospheric pollution in the last year, which can be seen from recently executed contracts. The company firstly got a methane recovery project from a company in Juancheng, Shandong province on August 25, and then won a toluene, methanol and dichlorobutane exhaust gas recovery and treatment project from an enterprise in Handan, Hebei province.

Another company spokesman said "we are providing enterprises with comprehensive exhaust gas treatment solutions and reducing their environmental protection costs instead of only focusing on the success of one index of the project." The company's market share has been increasing after becoming a member of the China Chemical Industry Environmental Protection Association, and it's expected to achieve a great-leap-forward in development this year.
