Russia, US to resume START talks early next month

MOSCOW: Russia and the United States will resume talks on the new strategic arms reduction treaty (START) at the beginning of February, Russian Foreign Minister Sergei Lavrov said Friday.
Progress has been made in most issues at the Geneva-based negotiations, Lavrov told reporters.
Russia and the United States have been negotiating for a replacement document to the START-1 that expired on Dec. 5, 2009.
The START-1, signed in 1991 between the Soviet Union and the United States, obliged both sides to reduce the number of their nuclear warheads to 6,000 and delivery vehicles to 1,600.
The new treaty's outline agreed by both countries included slashing nuclear arsenals to 1,500 to 1,675 operational warheads and delivery vehicles to 500 to 1,000. Disagreements remain on verification and control arrangements to be included in the document.
