Former Hebei official expelled, case sent for prosecution

Jiang Deguo, former vice-chairman of the Hebei Provincial Committee of the Chinese People's Political Consultative Conference, has been expelled from the Communist Party of China for serious violations of Party discipline and laws, the country's top anti-corruption authorities said on Monday.

The Central Commission for Discipline Inspection and the National Commission of Supervision launched an investigation into Jiang prior to the announcement. Authorities have revoked the benefits to which he was entitled, confiscated his illegal gains and transferred his suspected criminal case, along with related assets, to procuratorial authorities for review and prosecution.

According to the findings, Jiang privately accessed and retained audio materials containing serious political issues and resisted organizational review. He also accepted banquets, travel arrangements and medical services that could have affected the impartial performance of his duties.

Jiang failed to report personal matters as required and did not provide explanations during organizational inquiries. He sought benefits for others in cadre appointments in exchange for money, accepted gifts, used his positions to seek profits for his relatives' business activities and illegally held shares in unlisted companies. He also engaged in improper relationships involving power and sex and interfered in law enforcement activities.

After retirement, he used his influence to seek profits for others in land-use approvals and major project applications, illegally accepting huge sums of money.

Jiang, a native of Hebei province, began working in 1976 and joined the Communist Party of China in 1984. He held various posts in Hebei, including mayor and Party chief of Xingtai, mayor of Shijiazhuang and vice-governor of Hebei. He became vice-chairman of the provincial CPPCC in 2017 and retired in 2018. He was placed under investigation in September 2025.
