“穩(wěn)”字當(dāng)頭：回顧近5年政府工作報(bào)告對(duì)經(jīng)濟(jì)社會(huì)發(fā)展的描述

3月5日上午9時(shí)，第十二屆全國人民代表大會(huì)第五次會(huì)議在人民大會(huì)堂開幕，李克強(qiáng)總理向大會(huì)做政府工作報(bào)告。

報(bào)告在回顧上一年工作成果時(shí)指出，全年經(jīng)濟(jì)社會(huì)發(fā)展主要目標(biāo)任務(wù)圓滿完成，經(jīng)濟(jì)運(yùn)行緩中趨穩(wěn)、穩(wěn)中向好。

每一年的政府工作報(bào)告都會(huì)對(duì)上一年的經(jīng)濟(jì)社會(huì)發(fā)展?fàn)顩r作出概述性總結(jié)，“穩(wěn)中有進(jìn)、穩(wěn)中向好、緩中趨穩(wěn)”等以“穩(wěn)”字為核心的表述也逐漸成為報(bào)告中的高頻詞。

Progress has been achieved and stability ensured in economic and social development, the main tasks and targets for the year have been fulfilled, and major achievements have been made in reform, opening up, and socialist modernization.

2015年

A stable performance while at the same time securing progress

一年來，我國經(jīng)濟(jì)社會(huì)發(fā)展總體平穩(wěn)，穩(wěn)中有進(jìn)。“穩(wěn)”的主要標(biāo)志是，經(jīng)濟(jì)運(yùn)行處于合理區(qū)間。
During the past year, China has, overall, achieved a stable performance while at the same time securing progress in its economic and social development. The main indication of this stable performance is that the economy operated within an appropriate range.

2014年

經(jīng)濟(jì)運(yùn)行穩(wěn)中向好。一年來，我們堅(jiān)持穩(wěn)中求進(jìn)工作總基調(diào)，統(tǒng)籌穩(wěn)增長、調(diào)結(jié)構(gòu)、促改革，堅(jiān)持宏觀政策要穩(wěn)、微觀政策要活、社會(huì)政策要托底，創(chuàng)新宏觀調(diào)控思路和方式，采取一系列既利當(dāng)前、更惠長遠(yuǎn)的舉措，穩(wěn)中有為，穩(wěn)中提質(zhì)，穩(wěn)中有進(jìn)，各項(xiàng)工作實(shí)現(xiàn)了良好開局。
The economy was stable and improved. Last year, we adhered to the general work guideline of making progress while maintaining stability. We worked to maintain stable growth, make structural adjustments and carry out reform in a holistic way. We ensured that the government's macro policies are stable, micro policies are flexible and social policies meet people's basic needs. We improved the ways of exercising macro-control and adopted measures with both short-term and long-term benefits in mind. We strove to break new ground, improve quality, and make progress while ensuring stability. All our work got off to a good start.
