Basketball players all know how import the pivot foot is.

If you stand on one foot, this foot is the pivot which allows you to turn round and round without losing balance. In basketball, a player with the ball in hand is allowed to move round and round so long as his pivot foot does not leave the ground – or he’ll be called (whistled) for travelling, which is a violation resulting in loss of the ball or possession.

Anyways, the pivot is the central point on which something balances or turns. Russia’s “Asia pivot”, therefore, means Russia has its pivot on Asia. In other words, Asian is central to its plans, i.e. very important.
