Nantong Economic and Technological Development Area has made three great plans for upgrading the traditional industry, developing emerging industries, and accelerating the development of the service sector as guidelines for industrial restructuring and optimization following the principle of “giving play to advantages, consolidating foundation, cultivating unique characteristics, and fostering highlights”. The area has taken great efforts to build on the competitiveness of traditional industries’ brand advantage, emerging industries’ first mover advantage, and the service sector’s supporting advantage. It has exerted efforts to cultivate an industrial pattern comprising four traditional industries (precision chemistry, equipment manufacturing, textile and paper-making, and grain, edible oil, and food), three emerging industries (electronic information, bio-medicine and new energy) and the modern service industry. It has managed to integrate economic development and quality improvement, industry upgrading and structural optimization, as well as economic development and environment protection.

I. Optimize and upgrade traditional industries. Nantong Economic and Technological Development Area has given priority to industrial restructuring and upgrading, and focused on expansion of industrial chains to cultivate bigger and stronger leading companies, accelerate optimization of traditional industries and sharpen the competitiveness of the overall industries.

(I) Fine chemical engineering. Make the chemical synthetic material sector bigger.

Nantong Economic and Technological Development Area has put forth effort to improve end products and internationally advanced high-end products. It has focused on developing new types of synthetic engineering materials, expand synthetic rubber production scales, and increase the proportion of products of low pollution, low energy consumption, high technological content and high added value. Make farm pesticide industry stronger. Nantong Economic and Technological Development Area has vigorously developed new pesticides of high efficiency, low toxicity, and low-residue. It has paid particular attention to developing new products to replace high toxicity pesticides, new herbicides for paddy fields and dry farmlands, bactericides for fruits and vegetables, and antistaling agents. Develop chemical reagents and auxiliaries. Nantong Economic and Technological Development Area has developed new textile auxiliaries, high-grade dyestuffs, high-grade vessel coating products, and daily use chemicals. It has developed the production of reagents and auxiliaries of high technological content, sound application effects, distinct specificity, and product series. Promote leading enterprise construction. Nantong Economic and Technological Development Area has encouraged backbone enterprises to rely on technological progress, expanding production scales, adjusting product mix, and extending product chains to become industrial leaders in the country and facilitate the whole industry’s progress. By 2015, large fine chemistry enterprises will have a 50 billion yuan annual output in Nantong Economic and Technological Development Area, with a yearly average growth of 15 percent. The number of enterprises with prominent leading businesses and earning an annual industrial output over 100 million yuan will surpass thirty, and Nantong Economic and Technological Development Area can be developed into an internationally famous fine chemistry industrial base. It will give priority to the Xingchen synthetic materials phenol-acetone project, Jiangshan Agrochemical environment friendly preparation project, Taiwan Rubber thermoplastic rubber expansion project, Sumitomo Bakelite phenolic resin second stage expansion project, and San-Dia Polymers super absorbent polymer expansion project with 70,000 tons annual output capacity.

(II) Equipment manufacturing industry.

Boost leading enterprises and promote industrial concentration. Nantong Economic and Technological Development Area will take Nantong Zhenhua Heavy Equipment Co Ltd as the core, and speed up development of large, high-speed, automatic and eco-friendly rubber-typed and rail-typed container gantry cranes and quayside container cranes with high credibility, long service life, low energy consumption, and other harbor machines and supporting facilities. Huisheng Heavy Industry will develop deepwater and super-deepwater offshore oil well drilling systems and oil production systems, and high-end products such as LNG vessels, luxury yachts, and super-large vessels to extend the shipping supporting industrial chain. It will encourage production of large and precise bearings and other fundamental components for vessels and offshore projects. It will diversify the product mix with more attention paid to special-purpose steel wire ropes of high performance and high technological content. It will take measures for environmental renovation and clean production to improve the environment bearing capacity of the steel wire rope sector. Optimize industrial layout and strengthen professional labor division. Nantong Economic and Technological Development Area has stressed division of labor on the basis of specialization. It has fostered a group of supporting plants which are “small but specialized, refined and qualified” to support leading enterprises to cooperate with small and medium-sized enterprises. Make use of external investment to facilitate industry upgrading. Nantong Economic and Technological Development Area has supported the introduction of strategic investors and encouraged enterprises to unite, merge and regroup within the area. It has taken competitive enterprises as the lead through the link of stock equities so as to develop a number of scaled specialized groups combining development, production, sales and services in the modes of equity purchase, equity swap, assets swap and transfer of title. The area will be able to elevate production concentration and business scales. By 2015, the equipment manufacturing industry will gain a 50 billion yuan annual output, up 15 percent up annually. It will foster a group of leading enterprises, including two with 2 billion annual output, five with 1 billion annual output, 20 with 100 million yuan annual output, and two or three more listed ones. It will give priority to promote the Huisheng Heavy Industry LNG-FPSO project, Rainbow Heavy Industries shipping and ocean engineering supporting equipment expansion project, COSCO vessel and ocean engineering equipment supporting product expansion project, Dart Pollrich special wind turbine expansion project, and the Juli Wire Rope project.

(III) Textile and paper-making industry. Properly construct chemical fiber projects to establish a relatively complete industrial chain.

Develop high-tech fibers. Nantong Economic and Technological Development Area has encouraged development of carbon fiber and bulletproof fiber, and facilitated the development of new materials relating to textiles. It has built on existing advantages to nurture unique features. Nantong Economic and Technological Development Area has further elevated and consolidated the dominant role of household and industrial textiles in the textile industry, and highlighted the industrial characteristics. It has encouraged enterprises to produce industrial textiles with high performance fibers as raw materials, and actively develop high-end products. Establish service system to attract industrial transfer. The development zone has set up a textile industrial technology innovation platform integrating product development, quality monitoring, talent training, information promotion, and modern logistics. On this basis, it has established and gradually improved an investment attraction system oriented to excellent textile factories in neighboring areas to improve the overall industrial strength and industrial upgrading. In terms of the paper making industry, Nantong Economic and Technological Development Area has accelerated the development of the Wangzi Papermaking project. When the high-grade coated paper project is complete, Nantong Economic and Technological Development Area will boost the paper-making industry, extend the industrial chain upstream and downstream, facilitate supporting businesses, and drive the paper-making sector to make goods of higher quality, so as to make the Nantong paper-making business bigger and stronger and edge into the first-class team in the country for high-grade paper production. By 2015, Nantong Economic and Technological Development Area will gain 20 billion yuan annual output from the textile and paper-making sectors. It will cultivate three to five leading textile and paper-making factories with over one billion yuan annual output respectively. The Wangzi Paper Mill project will reach the anticipated production objective. It will give priority to military uniforms and functional fabric project, environmentally friendly high-grade garment fabric project with 15 million meters annual output, the medium and high grade garment production project with four million suits annual output, the home textile project with 10 million meter annual output, and the solvent method cellulose fiber project with 20,000 tons annual output.

(IV) Food processing industry. Expand industrial scale. Nantong Economic and Technological Development Area has attracted leading grain and oil companies in the country to expand the food processing production scale.

Cargill is encouraged to develop the farm produce deep-processing business so that it can grow into an enterprise with 10 billion yuan annual output as fast as possible. Nantong Economic and Technological Development Area will increase the food processing industry’s annual industrial output to 15 billion yuan. Accelerate industrial restructuring. The development zone has vigorously developed high-grade piglet fodders and enriched fodders, and special extruded cakes to expand the livestock fodder market. It has supported the development of fruit juice beverages, functional beverages, and quality mineral water production into a larger scale. It has introduced and developed high-grade snacks, children nutrimeals and snacks. By 2015, Nantong Economic and Technological Development Area will increase the food processing industry annual output to 15 billion yuan. It will push forward the soybean oil expansion project, special oil project, the rapeseed processing line construction project with a daily processing capacity of 2,000 tons, the special aquatic product fodder project with annual capacity of 200,000 tons, the walnut oil project with 10,000 ton annual capacity, and vacuum freeze-drying food project with 3,000 ton annual output.

II. Foster emerging industry. The development zone will take the Decision of State Council on Accelerating Cultivation and Development of Strategically Emerging Industries as a guide, and focus on developing the emerging electronic information industry, new energy industry and bio-medicine industry on the existing industrial basis.

(I) Electronic information industry.

Nantong Economic and Technological Development Area has consolidated the leading role in the optical communication industry, sped up extension of the industrial chain, optimized the optical communication business, and fostered the first-class optical communication industrial position in the country. It has cultivated the automotive electronic industry, and developed the production of auto electronic control devices and vehicle-mounted electronic devices. It has taken aim at the key links of the integrated circuit industrial chain, and attracted multi-national companies of core technologies and advanced manufacturing capacity. It has sped up introduction of semiconductor lighting technology, and established a semi-conductor lighting industrial base. It has accelerated introduction of consumer electronic equipment and supporting facilities, and constructed consumer electronic industrial base realizing leap-forward development of the electronic information industry in Nantong Economic and Technological Development Area. By 2015, sales of electronic information businesses will amount to 30 billion yuan in Nantong Economic and Technological Development Area. Three to five big bases will be established, including two enterprises with over 2 billion yuan annual sales, three enterprises with over 1 billion yuan annual sales, and five enterprises with over 500 million yuan annual sales. Auto key component projects will get developed first with the launching of the LCD TV LED backlight project with 300,000 annual output capacity, the TFT-LCD color optical filter project with 600,000 annual output capacity, the LCM and LCD integration project, and the screen computer project with one million annual output capacity.

(II) Bio-medicine industry.

Nantong Economic and Technological Development Area has accelerated bio-medicine research and industrialization. It has developed and industrialized production of micro RNA drugs, nucleotide and antitrope drugs. It has gradually established a product mix dominated by precision medical diagnostic equipment, medical monitoring instruments, and household health care engineering products while realizing the development and industrialization of new high-end medical apparatus and instrument production. It has developed a number of chemical pharmaceutical intermediates and crude drug plants with low access threshold and fast profits. It has actively taken over pharmaceutical plants transferred from other parts of the country, and created preferential conditions attracting multi-national pharmaceutical giants in the world. It has directed enterprises to complement each other and promote cooperation between upstream and downstream enterprises. It has encouraged product development and innovation, and formulated a new mechanism for combination of enterprises, universities and research institutes. The mechanism also makes it possible to share technologies and resources so as to cultivate key products. By 2015, the scaled pharmaceutical plants’ annual output in Nantong Economic and Technological Development Area will reach two billion yuan, 37 percent up over the previous year. An improved medicine innovation system and industrial cluster will be gradually established, making the area a major pharmaceutical development and production base in the Yangtze River delta area. Key support will be offered to BioBiomics Biotech, Lianke Pharmaceutical, Anhui Biology, Alchemy, Egens, Molecules Technology, KnowShine, Feima Pharmaceutical and Holycon.

(III) New energy industry.

Nantong Economic and Technological Development Area has fostered a new energy industrial chain and aimed to establish industrial clusters with relatively strong competitiveness in the sectors of power cells, nuclear power equipment, wind power, solar power, biomass energy and clean energy. It has set up a wind turbine development center, which aims at making Nantong CASC Wanyuan Acciona Wind Turbine Manufacture Co Ltd bigger and stronger to support the facility producers and gradually expand the wind power industrial chain. By 2015, the new energy industry’s output will reach 10 billion yuan with an annual growth rate of 60 percent. Two or three enterprises with over 1 billion yuan annual output value will get supported, and priority will be given to the LED outdoor lighting fixture project with an annual production of 30 million, the lithium-ion power cell project with an annual production of 1.8 million, the lithium-ion power cell high-performance electrolyte project with an annual production of 50 million tons, and the TCO transparent electric conduction coating film photovoltaic glass project with an annual output of 3 million square meters.
