Punish smokers for harming kids

I used to go to a gym everyday, and while coming out after my exercise session, I used to see people sitting and smoking in clusters. I don't understand why people go to a gym when they are in the habit of causing great harm to their and other people's health by smoking. Once when I took a ferry to cross a river, almost 90 percent of the men on board started smoking ignoring the fact that there were small children all around them. Such smokers deserve to be punished.
