Is it fair to have kids when you can't afford them?

I am a teacher in Beijing. Some students in my class fell far behind the others so I called their parents in the hope that they would pay more attention to their kids' schooling when they are at home. But some parents said they were busy with their work and their salaries were not enough to find a private tutor or send their kids to after-school educational institutions. I suggest people should not have kids if they can't give them enough care and offer them good living standard and education.
