Is it fair to have kids when you can't afford them?

There are so many young and even middle-aged couples struggling for better life in big cities whether they have children or not. Problems also emerge if couples don't have babies until they can lead the life they want. It usually takes five or even more years for young couples to have the capability to give their children first-class living and education condition, but then they would be in their 30s and it's a little late for women to have babies. Besides, most parents want to give their kids the best they can even if they are not able to do it in the present situation.
