Article 1

These Measures are formulated for the purposes of promoting development of the modern shipping industry of Pudong New Area, accelerating clustering of high-end shipping resources to Pudong New Area, strengthening the role of Pudong New Area as a core functional area, and accelerating construction of the Shanghai International Shipping Center.

Article 2

The “newly brought-in” shipping enterprises and institutions refer to shipping enterprises and institutions which have industrial and commercial registration on or after January 1, 2011 and whose taxation account administration is located in Pudong New Area. The “existing” shipping enterprises and institutions mean shipping enterprises and institutions still existing at present which were registered prior to January 1, 2011 in Pudong New Area and whose taxation administration is located in Pudong New Area.

Article 3

When subsidies are specifically granted to an enterprise according to its contribution to Pudong New Area as provided herein, the administration is required to comprehensively consider actual development demand, economic contribution, technical innovation, employment, energy savings and emission reduction, social credibility, production safety and other factors of the enterprise. The administration will perform comprehensive assessment and evaluation pursuant to a contribution evaluation index system for the enterprise.

Article 4

One-off subsidies may be granted in certain proportion to registered capital if newly brought-in important shipping service enterprises are confirmed.

Article 5

A certain amount of one-off subsidies will be granted if newly brought-in high-end shipping service enterprises are confirmed.

Newly brought-in shipping financial and financing lease enterprises may enjoy support policies from Pudong New Area for financial institution or financing lease enterprises if they are confirmed.

One-off subsidies will be granted to newly brought-in ship management, shipping brokerage, shipping law, shipping information, shipping consultancy and shipping talent service enterprises according to their registered capital if they are confirmed.

Article 6

When current important shipping service enterprises and high-end shipping service enterprises in Pudong New Area increase capital to a certain standard, one-off subsidies will be granted in accordance with the standards of newly brought-in enterprises if such capital increase is confirmed.

Article 7

One-off subsidies will be granted to newly brought-in domestic and foreign famous functional shipping institutions according to their level and scale if they are confirmed.

Article 8

Regional head offices of multinational shipping corporations, head offices of domestic large enterprises and area head offices will enjoy support policies from Pudong New Area for head office establishment.

Article 9

Certain subsidies will be granted to newly brought-in shipping service enterprises and shipping manufacture and repair enterprises within three years according to their contribution to Pudong New Area if they are confirmed.

Article 10

Certain subsidies will be granted to newly brought-in important shipping service enterprises within six years according to their contribution to Pudong New Area if they are confirmed.

Article 11

Certain subsidies will be granted to newly brought-in high-end shipping service enterprises and large advanced shipping manufacture and repair enterprises within five years according to their contribution to Pudong New Area if they are confirmed.

Article 12

When current and newly brought-in shipping service enterprises carry out water-water transshipment, consolidation, offshore trading, bonded delivery of futures and other new business development encouraged by Pudong New Area, certain subsidies will be granted within six years according to the enterprises’ contribution to Pudong New Area if they are confirmed.

Article 13

Certain subsidies will be granted to current important shipping service enterprises, high-end shipping service enterprises, large advanced shipping manufacture and repair enterprises, and high-growth shipping enterprises in Pudong New Area within five years according to the annual increase of their contribution to Pudong New Area if they are confirmed.

Article 14

When current and newly brought-in important shipping service enterprises, high-end shipping service enterprises, large advanced shipping manufacture and repair enterprises, and high-growth shipping enterprises in Pudong New Area meet relevant provisions concerning financial discounts, appropriate priority will be given to them under the same conditions once they are confirmed.

Article 15

Shipping enterprises or functional institutions established in Pudong New Area are encouraged to actively carry out project research relating to construction of soft environment for shipping industry development in Pudong New Area. Enterprises and institutions of all kinds are encouraged to hold high-end shipping training, seminars, exhibitions and other activities and projects in Pudong New Area. Pudong New Area supports building platform projects that improve shipping service functions. Certain subsidies will be granted for enterprises as appropriate if the above project research, meeting activities and platform projects are confirmed.

Article 16

To improve the commercial auxiliary environment of the “three ports and three zones” area (three ports: Waigaoqiao Port, Shanghai Pudong International Airport and Yangshan Port; three zones: Waigaoqiao Free Trade Zone, Pudong International Airport Free Trade Zone and Yangshan Free Trade Zone) and the main urban area of Lingang New City, Pudong New Area will grant certain subsidies to newly brought-in brand-catering enterprises, large gymnasiums, supermarkets and other commercial auxiliary enterprises.

Article 17

Subsidies will be granted to relevant talent and personnel if they are confirmed.

(1) A certain amount of one-off subsidies will be granted to each officer of newly brought-in important shipping service enterprises, high-end shipping service enterprises, large advanced shipping manufacture and repair enterprises, high-growth shipping enterprises, and domestic- and internationally-renowned functional shipping institutions if they are confirmed.

(2) Special subsidies will be granted to officers of current and newly brought-in important shipping service enterprises, high-end shipping service enterprises, large advanced shipping manufacture and repair enterprises, high-growth shipping enterprises, and domestic- and internationally-renowned functional shipping institutions according to their contribution in the year.

(3) Appropriate subsidies will be granted to mid-level management personnel and specialized personnel of current and newly brought-in important shipping service enterprises, high-end shipping service enterprises, large advanced shipping manufacture and repair enterprises, high-growth shipping enterprises and domestic- and internationally-renowned functional shipping institutions according to their contribution in the year.

Article 18

Supplementary Rules

(1) Where both relevant support provisions of higher authority and these Measures are applicable, the support provisions of higher authority shall always be implemented first. In case of inadequacy compared with these Measures after implementation, these Measures may be implemented as a supplement. The same support recipient may receive more favorable support but may not receive overlapping support.

(2) Enterprises enjoying support herein shall continuously operate in Pudong New Area for more than 10 years from the year it receives support. If a support recipient is far from meeting comprehensive index assessment provisions, its qualification for financial support may be revoked and financial subsidies already granted may be withdrawn.

(3) These Measures shall be implemented as of the day of promulgation.
