各位代表！　我國是統(tǒng)一的多民族國家，必須堅(jiān)持各民族共同團(tuán)結(jié)奮斗、共同繁榮發(fā)展。堅(jiān)持和完善民族區(qū)域自治制度，促進(jìn)少數(shù)民族和民族地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展，鞏固和發(fā)展平等團(tuán)結(jié)互助和諧的社會(huì)主義民族關(guān)系。全面貫徹黨的宗教工作基本方針，落實(shí)宗教事務(wù)條例，發(fā)揮宗教界人士和信教群眾在促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展中的積極作用。做好新時(shí)期僑務(wù)工作，進(jìn)一步發(fā)揮海外僑胞和歸僑僑眷在祖國現(xiàn)代化建設(shè)與和平統(tǒng)一大業(yè)中的作用。　

China is a unified, multiethnic country. We must promote unity among all ethnic groups and make a concerted effort to achieve prosperity and development for all. We will follow and improve the system of regional ethnic autonomy, promote economic and social development of ethnic minorities and ethnic minority areas, and consolidate and develop socialist ethnic relations of equality, unity, mutual assistance and harmony. We will faithfully follow the Party's basic principles on work related to religions, adhere to the Regulations on Religious Affairs, and enable religious figures and religious believers to play a positive role in advancing economic and social development. We need to do a good job handling affairs related to overseas Chinese nationals in the new era and make full use of the role of overseas Chinese nationals, returned overseas Chinese nationals and their relatives in China's modernization and the great cause of peaceful reunification of the motherland.　

加強(qiáng)國防和軍隊(duì)建設(shè)，是發(fā)展中國特色社會(huì)主義的戰(zhàn)略任務(wù)，必須統(tǒng)籌經(jīng)濟(jì)建設(shè)和國防建設(shè)，在推進(jìn)現(xiàn)代化事業(yè)進(jìn)程中實(shí)現(xiàn)富國和強(qiáng)軍的統(tǒng)一。要堅(jiān)持以毛澤東軍事思想、鄧小平新時(shí)期軍隊(duì)建設(shè)思想、江澤民國防和軍隊(duì)建設(shè)思想為指導(dǎo)，認(rèn)真落實(shí)胡錦濤同志關(guān)于新形勢(shì)下國防和軍隊(duì)建設(shè)重要論述，把科學(xué)發(fā)展觀作為國防和軍隊(duì)建設(shè)的重要指導(dǎo)方針。著眼全面履行新世紀(jì)新階段軍隊(duì)歷史使命，提高軍隊(duì)?wèi)?yīng)對(duì)多種安全威脅、完成多樣化軍事任務(wù)的能力，堅(jiān)決維護(hù)國家主權(quán)、安全和領(lǐng)土完整，為全面建設(shè)小康社會(huì)提供強(qiáng)有力的保障。加強(qiáng)人民武裝警察部隊(duì)建設(shè)，提高執(zhí)勤、處置突發(fā)事件、反恐維穩(wěn)的能力。加強(qiáng)國防教育，增強(qiáng)全民國防觀念。完善國防動(dòng)員體系。鞏固軍政軍民團(tuán)結(jié)。　　

Improving national defense and the military is a strategic task in developing socialism with Chinese characteristics. We must balance economic development and national defense development to make China prosperous and the armed forces strong as we carry out modernization. We must always follow the guidance of Mao Zedong's military thinking, Deng Xiaoping's thinking on building the army in the new period and Jiang Zemin's thinking on strengthening the national defense and the army, truly implement the important guidelines of Comrade Hu Jintao on national defense and the army under the new circumstances, and take the Scientific Outlook on Development as an important guiding principle for developing national defense and the army. Our aim is to enable the army to fully carry out its historic mission in the new stage in the new century, enhance its ability to respond to security threats and accomplish a diverse array of military tasks, staunchly protect China's sovereignty, security and territorial integrity, and provide strong support for building a moderately prosperous society in all respects. We will strengthen efforts to improve the People's Armed Police Force to improve its ability to enforce the law, respond to emergencies, combat terrorism and safeguard stability. We will intensify national defense education to raise public awareness of the importance of national defense. We will improve the national defense mobilization system. We will strengthen unity between the military and the government and between the military and the people.

堅(jiān)定不移地貫徹“一國兩制”、“港人治港”、“澳人治澳”、高度自治的方針，嚴(yán)格按照特別行政區(qū)基本法辦事；全力支持香港、澳門兩個(gè)特別行政區(qū)政府依法施政；進(jìn)一步加強(qiáng)內(nèi)地與兩個(gè)特別行政區(qū)在經(jīng)貿(mào)、科技、教育、文化、衛(wèi)生、體育等領(lǐng)域的交流合作。我們堅(jiān)信，香港、澳門同胞一定能夠把香港、澳門管理和建設(shè)得更好。　　

We will continue to unswervingly adhere to the principle of "one country, two systems," under which Hong Kong people administer Hong Kong and Macao people administer Macao with a high degree of autonomy, and act in strict accordance with the basic laws of the two special administrative regions. We will give full support to the governments of the Hong Kong and Macao special administrative regions in administering their regions in accordance with the law, and increase exchange and cooperation between the mainland and the two special administrative regions in economic and trade affairs, environmental protection, science and technology, education, culture, health and sports. We firmly believe that our compatriots in Hong Kong and Macao will be able to do even better in administering and developing their respective regions.　　

堅(jiān)持“和平統(tǒng)一、一國兩制”的基本方針和新形勢(shì)下發(fā)展兩岸關(guān)系、促進(jìn)祖國和平統(tǒng)一的各項(xiàng)政策，牢牢把握兩岸關(guān)系和平發(fā)展的主題，鼓勵(lì)兩岸同胞加強(qiáng)交往、增進(jìn)共識(shí)，積極促進(jìn)兩岸經(jīng)濟(jì)文化交流，推動(dòng)直接“三通”。實(shí)施和充實(shí)惠及廣大臺(tái)灣同胞的政策措施，支持海峽西岸和其他臺(tái)商投資相對(duì)集中地區(qū)的經(jīng)濟(jì)發(fā)展。爭取在一個(gè)中國的基礎(chǔ)上盡快恢復(fù)兩岸協(xié)商談判，解決兩岸同胞關(guān)心的重大問題。堅(jiān)決反對(duì)“臺(tái)獨(dú)”分裂活動(dòng)，絕不允許任何人以名義任何方式把臺(tái)灣從祖國分割出去。任何涉及中國主權(quán)和領(lǐng)土完整的問題，必須由包括臺(tái)灣同胞在內(nèi)的全中國人民共同決定。“臺(tái)獨(dú)”分裂勢(shì)力企圖改變大陸和臺(tái)灣同屬一個(gè)中國的現(xiàn)狀，破壞臺(tái)海和平，是注定要失敗的。兩岸統(tǒng)一是中華民族走向偉大復(fù)興的歷史必然。海內(nèi)外中華兒女共同奮斗，一定能夠完成祖國統(tǒng)一大業(yè)！　　

We will adhere to the basic principle of "peaceful reunification and one country, two systems" and follow all policies for developing relations between the two sides of the Taiwan Straits and promoting China's peaceful reunification under the current circumstances. We will pursue the goal of promoting peaceful development of cross-Straits relations, encourage compatriots on both sides to increase contacts and common understanding, actively promote cross-Straits economic and cultural exchanges, and work for the resumption of direct links of mail, transport and trade. We will implement and improve the policies and measures designed to benefit our compatriots in Taiwan and support economic development on the west coast of the Straits in Fujian Province and in other areas where Taiwan investment is concentrated. We will work for the early resumption of cross-Straits negotiations on the basis of the one-China principle to address major issues of concern to compatriots on both sides. We firmly oppose Taiwan independence secessionist activities, and will never allow anyone to separate Taiwan from the motherland in any guise or by any means. Any issue that concerns China's sovereignty and territorial integrity must be decided by all the Chinese people, including our Taiwan compatriots. The attempts of Taiwan independence secessionist forces to deny the reality that the mainland and Taiwan belong to one and the same China and to undermine peace in the Taiwan Straits are doomed to fail. Reunification of the two sides is inevitable in the course of the great rejuvenation of the Chinese nation. With the concerted efforts of all Chinese people at home and overseas, the great cause of China's reunification will surely be achieved!

在新的一年，我們要高舉和平、發(fā)展、合作的旗幟，堅(jiān)持獨(dú)立自主的和平外交政策，堅(jiān)持和平發(fā)展的道路，堅(jiān)持互利共贏的開放戰(zhàn)略，推動(dòng)建設(shè)持久和平、共同繁榮的和諧世界。要努力發(fā)展同發(fā)達(dá)國家的關(guān)系，全面深化同周邊國家的睦鄰友好關(guān)系，大力加強(qiáng)同發(fā)展中國家的團(tuán)結(jié)合作，積極開展多邊外交，推動(dòng)重大熱點(diǎn)問題和全球性問題的妥善解決，維護(hù)我國公民和法人在海外的合法權(quán)益。中國政府和人民愿同各國人民一道，共同分享發(fā)展機(jī)遇，共同應(yīng)對(duì)風(fēng)險(xiǎn)挑戰(zhàn)，共同推進(jìn)人類和平與發(fā)展的崇高事業(yè)。　　

In the coming year, we must continue to hold high the banner of peace, development and cooperation, follow an independent foreign policy of peace and a path of peaceful development, and adhere to the win-win strategy of opening up to promote the building of a harmonious world with durable peace and common prosperity. We will work hard to develop relations with developed countries, deepen good-neighborly relations and friendship with all neighboring countries, and redouble efforts to increase unity and cooperation with other developing countries. We will actively participate in multilateral diplomacy, work to find appropriate solutions to major hotspots and global issues, and safeguard the legitimate rights and interests of Chinese nationals and companies overseas. The Chinese government and people are ready to share development opportunities with people of all other countries and to work with them to address risks and challenges and advance the noble cause of the peace and development of humanity.

Looking back, we are encouraged by the achievements of the past five years. Looking ahead, we see an exciting future for China. Our great motherland has embarked upon a new historical course and the future holds even brighter prospects.
