今年兩會(huì)上，習(xí)近平總書記圍繞非公有制經(jīng)濟(jì)、新型政商關(guān)系、供給側(cè)結(jié)構(gòu)性改革等話題作出了許多重要論述。那么，針對(duì)經(jīng)濟(jì)話題習(xí)近平總書記都有哪些新語(yǔ)新論？

非公有制經(jīng)濟(jì)在我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展中的地位和作用沒有變，我們鼓勵(lì)、支持、引導(dǎo)非公有制經(jīng)濟(jì)發(fā)展的方針政策沒有變，我們致力于為非公有制經(jīng)濟(jì)發(fā)展?fàn)I造良好環(huán)境和提供更多機(jī)會(huì)的方針政策沒有變。
There is no change in the role and function of non-public sector in our economic and social development. Our policies in encouraging, supporting and guiding the development of the non-public sector of the economy have not changed, nor have our policies in providing favorable environment and more opportunities for the sector.

“三扇門”與“三座山”

政策執(zhí)行中的“玻璃門”“彈簧門”“旋轉(zhuǎn)門”現(xiàn)象大量存在；一些政府部門為民營(yíng)企業(yè)辦事效率仍然不高，民營(yíng)企業(yè)，特別是中小企業(yè)、小微企業(yè)融資通道狹窄，民營(yíng)企業(yè)資金鏈緊張，等等。對(duì)目前遇到的困難，有的民營(yíng)企業(yè)家形容為遇到了“三座大山”：市場(chǎng)的冰山、融資的高山、轉(zhuǎn)型的火山。
There are so-called “glass doors”, “swing doors” and “revolving doors” in policy implementation. Low efficiency in government departments, limited financing channels and sources of capital chain are problems confronting private enterprises, especially micro-, small- and medium-sized enterprises. Some private entrepreneurs refer to these problems as “three huge mountains”, namely, market as an iceberg, financing as a high mountain, and transformation as a volcano.

關(guān)于供給側(cè)改革
On supply-side structural reform

把握好“加法”和“減法”
Keep a balance between “addition” and “subtraction”

推進(jìn)供給側(cè)結(jié)構(gòu)性改革是一場(chǎng)硬仗。要把握好“加法”和“減法”，增加要素投入，促進(jìn)經(jīng)濟(jì)總量增加，減少無(wú)效和低端供給，擴(kuò)大有效和中高端供給，提高全要素生產(chǎn)率。
It is a tough battle to carry out the supply-side structural reform. We should keep a balance between “addition” and “subtraction”. Namely, we should increase the input of production factors and promote the increase of economic aggregate. We should increase high-and-mid-end supply and cut non-effective and low-end supply so as to improve the total factor productivity.

“藏糧于地、藏糧于技”
Increase grain production through soil conservation and technology

要推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革，提高農(nóng)業(yè)綜合效益和競(jìng)爭(zhēng)力。要以科技為支撐走內(nèi)涵式現(xiàn)代農(nóng)業(yè)發(fā)展道路，實(shí)現(xiàn)藏糧于地、藏糧于技。
We should advance the supply-side structural reform in agriculture and strengthen agricultural benefits and competitiveness. We should develop modern agriculture with the support of science and technology to increase grain production through soil conservation and technology.

“眼睛”和“生命”

一定要生態(tài)保護(hù)優(yōu)先，扎扎實(shí)實(shí)推進(jìn)生態(tài)環(huán)境保護(hù)，像保護(hù)眼睛一樣保護(hù)生態(tài)環(huán)境，像對(duì)待生命一樣對(duì)待生態(tài)環(huán)境，推動(dòng)形成綠色發(fā)展方式和生活方式，保護(hù)好三江源，保護(hù)好“中華水塔”，確保“一江清水向東流”。
Protecting the fragile ecology is of utmost importance. The local government is duty-bound to protect the ecological environment. We should protect the environment like protecting our eyes and treat the environment the way we treat our lives. We should promote green development and green lifestyles. Sanjiangyuan area, where the Yangtze, Yellow and Mekong rivers originate, known as China's "Water Tower", should be protected to guarantee that "rivers of clean water run eastward".

We should strengthen ecological civilization construction, and set the ecological conservation redline, in order to provide enough room for sustainable development, and leave an eco-friendly homeland for our offspring. Lucid waters and lush mountains are invaluable assets. Heilongjiang's world of ice and snow are also invaluable assets.
