My comments:

Painters sometimes talk about less is more, i.e. a painter sometimes gets a better picture by fewer strokes than he does with one full of inks and paint. Architects too talk about less is more, or minimalism –producing a more appealing design by keeping things simple rather than overcomplicated.

In our example, less is more in an organization means fewer posts and positions of leadership. In other words, fewer officials may lead to reduced bureaucracy.

In China, the government is creating larger ministries by combining existing ones. By big ministry, they’re trying to achieve the same thing, fewer bureaucrats and hopefully greater efficiency.

Big ministries, small government, as it is sometimes called.
