To carry the day originally means winning a competition, with the winner CARRYing off with the winner’s trophy of THE DAY.

If one’s view doesn’t carry the day, it means he fails to convince many people. In other words, not many people agree with them.

In our example, it means Sotomayor does not win a lot of applauses with her race-based views, whatever they are.
