十八大以來，黨中央大力推進外交理論實踐創新，繼去年提出中國夢、堅持貫徹正確義利觀、構建中美新型大國關系和親誠惠容周邊外交理念之后，今年又相繼推出新的理念。

 

1．命運共同體（community of common destiny）

In a keynote speech at the opening of the Boao Forum on April 7, 2013, Chinese President Xi Jinping urged to foster a sense of community of common destiny. 2013年4月7日，中國主席習近平在博鰲論壇開幕式發表主旨演講，要求樹立命運共同體意識。

習近平指出共同發展是持續發展的重要基礎（Common development is the very foundation of sustainable development），應該牢固樹立命運共同體意識，順應時代潮流，把握正確方向，堅持同舟共濟，推動亞洲和世界發展不斷邁上新臺階。

2．一帶一路（One Belt and One Road）

On Sept. 7, 2013, Xi delivered a speech at Nazarbayev University in Kazakhstan, suggesting that China and Central Asia join hands to build a Silk Road economic belt to boost cooperation. On Oct. 3, 2013, Xi said in a speech at the Indonesian Parliament that China and the Association of Southeast Asian Nations (ASEAN) will promote maritime cooperation and build a 21st-century maritime Silk Road.

2013年9月7日，習近平主席在哈薩克斯坦納扎爾巴耶夫大學發表演講，提出了中國、中亞共同建設“絲綢之路經濟帶”以促進合作。2013年10月3日，習近平在印度尼西亞國會發表重要演講時明確提出將促進海事合作，建設“21世紀海上絲綢之路”。

“一帶一路”是習近平擔任中國最高領導人之后提出的重要國際性合作倡議（international cooperation initiative）之一。“一帶一路”順應了全球化趨勢和各國抱團取暖、共同合作的愿望，有著良好的發展前景。

3．中國核安全觀（China's approach to nuclear security）

On March 24, 2014, Xi elaborated on China's approach to nuclear security at the third Nuclear Security Summit in The Hague, urging global cooperation for nuclear security and development.

2014年3月24日， 習近平在荷蘭海牙第三屆核安全峰會上詳細闡述了中國的核安全觀，呼吁國際社會攜手合作，實現核能持久安全和發展。

習近平指出，人類要利用核能，實現更大發展，必須應對各種核安全挑戰（various nuclear security challenges），維護好核材料和核設施安全（ensure the safety of nuclear materials and facilities），強調各國履行有關國際義務。

4．中國文明觀（China's concept of civilization）

On March 27, 2014, in a speech delivered at the headquarters of the UN Educational, Scientific and Cultural Organization, Xi called for global efforts to boost exchanges and mutual learning and achieve harmonious coexistence of different civilizations. 2014年3月27日，習近平在聯合國教科文組織總部的演講中呼吁全球加強交流、相互借鑒、實現不同文明和諧共存。

習近平主張文明是多彩的（diversified）、平等的（equal）和包容的（inclusive）。強調應該推動不同文明相互尊重、和諧共處，讓文明交流互鑒成為增進各國人民友誼的橋梁、推動人類社會進步的動力（a driving force behind human progress）、維護世界和平的紐帶（a strong bond for world peace）。

5．亞洲新安全觀（new Asian security concept）

On May 21, 2014, Xi delivered a keynote speech at the fourth summit of the Conference on Interaction and Confidence-Building Measures in Asia, calling for a common, comprehensive, cooperative and sustainable security strategy for Asia. 2914年5月21日，習近平在亞洲相互協作與信任措施會議第四次峰會上發表主旨演講，積極倡導共同、綜合、合作、可持續的亞洲安全觀。

習近平指出，要建立亞洲新安全觀（new Asian security concept）就應該聚焦發展主題（focus on development），積極改善民生（actively improve people's lives），縮小貧富差距（ narrow down the wealth gap），不斷夯實安全的根基（cement the foundation of security）。要推動共同發展和區域一體化進程（advance the process of common development and regional integration），努力形成區域經濟合作和安全合作良性互動、齊頭并進的大好局面（foster sound interactions and synchronized progress of regional economic cooperation and security cooperation）。

6．亞太夢（Asia-Pacific dream）

On Nov. 9, 2014, at the Asia-Pacific Economic Cooperation CEO Summit, Xi called for efforts to create and fulfill an Asia-Pacific dream.

2014年11月9日，在亞太經合組織工商領導人峰會上，習近平呼吁努力構建、實現“亞太夢”。

習近平指出亞太夢（Asia-Pacific dream），就是堅持亞太大家庭精神和命運共同體意識，順應和平、發展、合作、共贏的時代潮流，共同致力于亞太繁榮進步。

The dream is about acting in the spirit of the Asia-Pacific community and out of a sense of shared destiny, following the trend of peace, development and mutually beneficial cooperation, and jointly working for prosperity and progress of the region.

亞太夢就是繼續引領世界發展大勢，為人類福祉作出更大貢獻；就是讓經濟更有活力，貿易更加自由，投資更加便利，道路更加通暢，人與人交往更加密切。

The dream is also about staying ahead of global development and making greater contribution to the well-being of mankind, as well as having more economic vitality, free trade and investment facilitation, better roads, and more people-to-people exchanges.

亞太夢就是讓人民過上更加安寧富足的生活，讓孩子們成長得更好、工作得更好、生活得更好。

Moreover, the dream is about ensuring greater security and prosperity for the peoples and giving children a better environment to grow, work and live.
